Communities should feel free to adjust each "side" of the agreement to fit individual circumstances. Each host site is unique and may have unique needs, limitations or requirements. For example, setting up public access for disabled users will be different from non-disabled access; some sites might not be willing or able to pay for the connectivity and so forth. This template is intended to be a general guide covering key elements that you can customize as needed.

Memorandum of Agreement:
Community Network Public Access Host Sites

The [insert name here] Community Networking Project is a broad-based initiative aimed at creating the greatest convenient access to electronic-based resources. Community partnerships are important to making this vision into reality. These partnerships recognize that both parties – the Community Networking project and the Public Access Host Site – have responsibilities to ensure that Public Access is available, functional and accessible.

The [insert name here] organization and [insert name] Community Networking Project desire to form a collaboration to provide Electronic Public Access to citizens of .

With that in mind, the [name here] Community Networking Project agrees to provide the following:

  • 1 Computer, with monitor, keyboard and mouse or trackball
  • 1 Ink Jet printer, paper and black ink cartridge supplies
  • 1 56-Kbps modem if the connection is a dialup connection
  • 1 10/100 Ethernet card if the connection is part of the Host Site’s network
  • All appropriate software for using the World Wide Web and the Internet
  • Appropriate security configuration on the computer to minimize problems
  • Training for staff at the Host Site to ensure they can answer users’ questions and provide simple trouble-shooting maintenance for the equipment
  • 1 Trainers’ Guide to provide reference
  • 1 PPP account for the connectivity
  • At least 1 E-Mail address for staff use to participate in online help and support
In return, [insert name here], the Public Access Host Site, agrees to provide the following:

  • 1 desk/chair set of sufficient size to hold the computer, monitor, keyboard mouse and printer.
  • 1 voice-grade telephone line dedicated to connectivity for the Public Access computer or kiosk.
  • At least 1 staff person who will be responsible for receiving training and providing support, internal staff training and minimal maintenance for the Public Access equipment.
  • A reasonably secure, dry (out of the weather) location for the Public Access Terminal that allows for at least visual supervision by staff.
The Community Networking Project agrees to create and support an electronic mailing list to share information about the Terminal set-ups. It also agrees to provide additional maintenance, as required, for all Public Access Terminals, and agrees to hold regular meetings with Public Access Providers to share feedback, process any issues and resolve any difficulties.

Both parties will review this agreement annually for any necessary amendments or adjustments.
