President Dwight D. Eisenhour, when he was a general during World War II, said, "Planning is everything; the plan is nothing." This is especially true when it comes to community planning relating to electronic networking. It is important to plan somewhat lightly because the ability to do things -- usually better things, more cheaply -- changes rapidly.
