It's all about the work.
Have people APPLY to volunteer and gather clear information and keep it current, including contact and medical information.Interview as if for a job -- because they ARE jobs! Be prepared to help train people to do what you want to have done. Especailly in Community Networking, many people who want to volunteer lack skills or parts of skills you need, so you have to get them to a productive level BEFORE you assign them to work you need to have done.
Do background checks on people working with minors. Tell people up front that you will do this, and then do it. People will appreciate your caring about the people you serve.
Do not expect to place everyone who volunteers. Some people just don't fit your mission and some people are just too darned cranky and hard to work with.
